Step 1: To select a letter, you need a Path Selection Tool (a black arrow). You can find it from the Tools panel.

Step 2: Now, you can click on the letter which you want to rotate. Once you select the letter, anchor points start appearing around it.

Step 3: Since you have selected the letter, the next step is to use the Free Transform feature. This time, Free Transform will allow you to rotate only the letter instead of the whole text.

Step 4: By dragging your mouse, you can rotate the letter counterclockwise. When you are done, press the Enter key to accept the changes in the text.
